i'm not exactly a pro(yet  ), but i've hit on a good technique. if you buy a metronome and then figure out a scale that you cant do (if you can do them all change positions...and get a life  ), and then increase the speed from 60bpm, all the way up as high as you can go!
its pretty fucking obvious but its good for finger control if you get up to the same speed with a variety of positions on the fret-board, but also makes you a pro at soloing cus you have got all the scales you're gonna need up to the speed you'll need them at :D

Become a strong rhythm player before started to get into lead stuff, it will help with your timings.

(for lead) If you can play the scale well try playing it in a different order...so instead of going:

|------------------------------------------------5-6-7-8-
|---------------------------------------5-6-7-8----------
|------------------------------5-6-7-8-------------------
|---------------------5-6-7-8----------------------------
|-----------5-6-7-8--------------------------------------
|-5-6-7-8------------------------------------------------

(A chromatic)

try sumthing like:

|------------------------------------------------5-7-6-8-
|---------------------------------------5-7-6-8----------
|------------------------------5-7-6-8-------------------
|---------------------5-7-6-8----------------------------
|-----------5-7-6-8--------------------------------------
|-5-7-6-8------------------------------------------------

etc.

And try using repeated little licks.

I hear that, before I started playing metal properly about 4 years ago. I played punk and rock. Rhythm only. And I seriously think my playing would never be as strong as it is without that basis.

Also:
Learn a lick a day, no matter what it is. Jazz, Country, you name it.
Master a technique before you go onto the next
I have this rule which I apply to practicing
Play a lick through 20 times, if you mess up, even on the 19th run do it all again.
Buy a Metronome.
Listen to Jason Becker.
For alternate picking; learn licks starting on both the up and down stroke.
Basically work on 4 or 8 finger variatons of
B-1-2-3-4. Work out a routine you play, I always start with a 4 finger run down all the strings then shifting up one fret and going backwards until you hit the 12th fret. Then go backwards, without picking. Then repeat, up to the 5th fret with different fingerings. And then finally Try a different fingering per string, but make sure you remeber it.

Or download Weird Metronome. Excellent program that every guitarist should have.
